Cleveland is coming off a 19-7 loss at home to Jacksonville last week to fall to 0-10 on the season. Cleveland has hit the under in seven straight in its last 7 games after a double-digit loss at home. I could see Cincinnati shutting out Cleveland in this game, which will make it tough to hit the over.
